Pour vinegar on it …
Pour vinegar on it to see if it fizzes and if its carbonate… on a sample of it not the whole thing.

If it fizzes you have aragonite sand and taht is good. Even if its not “alive” per se. If it hasn’t been kept in moving water it is probably dead, but just go buy a small bag of live sand and mix it.

If no fizz, then toss it and buy live sand.

you will want to do …
you will want to do 10% water changes weekly, it causes less stress on the fish than say a 20%+ water change. as well as helping keep down nitrites and nitrates. all of which depends on your feeding schedual and what inhabitants you have in the tank along with size…
