For a saltwater tank I would start with clown* fish!
For a fresh water tank I would do a tetra tank as there are so many beautiful tetras to choose from! I love the rainbows and the neons!
References :
I would do a small cichlid tank. Salt water can be hard to deal with especially for a new tank owner. Cichlids are bright and tropical looking, but are easy to care for and not nearly as expensive as saltwater fish.

There are African Cichlids and South American. I would go with the African!
References :
Pet Store Employee

you could do the classic clownfish and anemone, especially if you want the tank to look like the one in the photo.
you'd want at LEAST HO flourescent lighting or better.
have you ever kept SW before? if you haven't, i would recomend getting a bigger tank to start with, it'll be easier, trust me.
email me if you have any further questions.
